The CIVICA Honour Seminar “European Roma Rights and Policies” co-directed by Angéla Kóczé and Mathias Moschel place in Vienna at the Central European University from 24-28 June 2024.
This seminar offered an immersive and comprehensive overview that explored the complexities of Roma Rights and Policies within the European context. Through a focused examination of various inter-governmental institutions, participants gained insights into the structural dynamics, primary bodies, and key actors at the international level. The course critically analysed the shortcomings of existing laws and legal frameworks and provides a profound understanding of human rights, illustrated by studying pertinent legal cases. By delving into EU actions, the Council of Europe's treaties, and United Nations instruments, the seminar highlighted the slow progress and persistent human rights violations Roma communities face. The participants were from CIVICA universities in different fields like human rights, international relations, law, pedagogy, sociology, and others, both Roma and non-Roma. Complementing the institutional approach, participants were also offered real-world perspectives through lectures, visits to international actors like the Fundamental Rights Agency, and meetings with representatives from organizations such as the OSCE, the European Roma Rights Centre, and the Roma Civil Monitoring Program. The enriched learning experience equipped participants with the knowledge, skills, and values to advocate for and analyse the issues faced by Roma communities, emphasizing the multifaceted nature of their exclusion and marginalization in Europe.
